The European Qualifications Framework is a reference framework to which the Member States of the European Community are called upon, on a voluntary basis, to redefine their education and training systems.
The core of the EQF consists of a grid of eight levels that describe the knowledge / skills acquired by the learner (learning outcomes), in order to make the level reached as objective as possible based on the learning outcomes.
Starting from February 14, 2008 for each qualification awarded in Europe the corresponding EQF level can be identified and this allows to compare qualifications acquired in different countries.The EQF adopts a system based on the learning outcomes obtained at the end of the training path. Learning outcomes are defined in terms of Knowledge, Skills and Competences
The purpose is to:
improve the link between training supply and demand;
facilitate the validation of non-formal / informal learning;
make it possible to transfer / use qualifications in different countries and systems.
With the objectives described above, the EQF system can also be applied in the sports sector.
The EOSE (European Observatoire of sport and employment), considers the EQF (European Qualifications Framework) a system capable of providing key answers to some problems of the sports sector, such as,
a) rather short careers;
b) high mobility of sports workers;
c) predominance of non-formal learning;
d) high number of volunteers without certification of their skills.
Three areas of activity, connected with the EQF process, should therefore be considered as priorities by the operators and regulatory bodies of the sports sector:
1) Develop a European Framework of activities and professions in the sports sector with the description of the related competences;
2) Establish and strengthen the relations between the competent National Authorities for Qualifications and the representatives of the sport sector at national and European level in order to promote a common vision on qualifications and qualification systems in the sport sector;
3) Develop and disseminate the principles and mechanisms that support the execution of the EQF process in the sports sector.
